Reducing Runway Incursions-A Simple, Yet Effective Next Step.

The Journal of Air Traffic Control. Bernard Asare, David Ford. Summer 2008. Volume 50. No.3.

Bernard Asare and David Ford highlight that since 1990, runway incursions and airport surface accidents have been at the top of the National Transportation Safety Board’s five “Most Wanted List of Transportation Safety Improvements.”  They go on to say that Currently, the FAA’s definition of runway incursions is incidents that involve aircraft in “potential conflict” with another aircraft, vehicle or pedestrian. In fiscal year 2008, the FAA will broaden its definition to include “any unauthorized intrusion onto a runway, regardless of whether or not an aircraft presents a potential conflict.”  Asare and Ford detail that this will increase the number of incursions reported and that new technology to identify, track and record all incidents will be required.

New technology such as small, lightweight, easy to install vehicle transponders provide the solution.  The transponder, such as Squid by Era, can be temporarily or permanently mounted and transmit a vehicle’s identity and position, which can be seen on an aircraft controller’s display, on a display mounted in a vehicle or on a hand-held device.

Next Asare and Ford discuss the benefits of this new technology that is being deployed at many airports around the world, including in Amsterdam, London, Singapore, Prague and Kuala Lumpur.  They conclude the article with a discussion on the implementation of ASDE-X at 35 of the United State’s busiest airports and the lack of coverage at the remaining 300 airports controlled by the FAA.
